The film opens with narration by Jim Douglas and "memory" clips from the first film. The narration ends saying Herbie is now owned by an arrogant Scotsman named Simon Moore III (John Hannah), who abuses and insults Herbie until Herbie comes last in a race, not wanting to obey Simon. Furious, Simon sends Herbie to the junkyard. Meanwhile, Hank Cooper (Bruce Campbell), a mechanic in a small garage, is told to enter a race and persuaded to acquire Herbie. The judges are Donny Shotz (Micky Dolenz), a car enthusiast; Alex (Alexandra Wentworth), an old flame of Hank's; and Simon. When Herbie and Hank have won the race, Alex questions Hank, and he gives her a ride, wherein Herbie takes them to an isolated road. Meanwhile, Simon finds the engineer who created Herbie: Dr. Gustav Stumpful (Harold Gould), and requests a second such car: an evil, black edition, whom Simon names Horace.

Germany in Autumn does not have a plot per se; it mixes documentary footage, along with standard movie scenes, to give the audience the mood of Germany during the late 1970s. The movie covers the two month time period during 1977 when a businessman was kidnapped, and later murdered, by the left-wing terrorists known as the RAF-Rote Armee Fraktion (Red Army Faction). The businessman had been kidnapped in an effort to secure the release of the orginal leaders of the RAF, also known as the Baader-Meinhof gang. When the kidnapping effort and a plane hijacking effort failed, the three most prominent leaders of the RAF, Andreas Baader, Gudrun Enslin, and Jean-Carl Raspe, all committed suicide in prison. It has become an article of faith within the left-wing community that these three were actually murdered by the state.

One night, a shooting star appears, whizzing through outer space towards the moon. Moon Man seizes his chance, grabs the speeding comet by the tail and hitches a ride to earth. This 'attack from outer space' sets the alarm bells ringing in the Presidential Headquarters. Enjoy the opening and closing shots of the alien spacecraft resembling a Christmas tree bauble dancing in space, the faces of the "duplicated" humans shattering like a cheap vase when thrown to the floor, and the formative "duplicates" as they are cooked up in the lab in individual coffins. The alien's heart is softened by the persevering goodness of a beautiful blind woman, deeply conflicting his motives as the film plods to its "climactic" confrontation between the humans and their counterfeit duplicates.
